Title transfer is cheap.
Registration/Tag fees can be very expensive. You could always go over to your closest stealership and find out their opinion. Call your local/state government motor vehicles dept.

Not every state does it that way. Pretty much everything has a set fee in WI, except of course sales tax.

Most used car dealers that have notary service can do it all in a few minutes, and can give you prices. I don't think it's more than $35 or $45 plus sales tax.

I meant total transfer costs including tax, apparently the title transfer fee alone is 22.50 in PA. http://www.dmv.state.pa.us/fees/index.shtml

Yeah, it's 22.50 for the title transfer and $18.00 for motorcycle registration, and sales tax is going to be 6% of whatever the bike sold for. If this is not a sale but a gift, they willl still want to charge you the 6% based on the estimated value of the bike.
