Could the slipper clutch be the cause of the lack of the lowend torque? It just feels as if the clutch is slipping..May be a dumb question, but its an idea.

No. They only work in one direction. Like a diode. Torque goes out, doesn't come back.

Yes, like Phobos said, it is a "Back-Torque" slipper clutch, only works when you gear down and let the clutch out aggressively, then it slips to prevent the back wheel from locking up and the rear-end sliding out.

When accelerating, the clutch "bite" like normal!

Use those 16500 RPM!
