I cannot speak 100% for another state, but up here it involves a front to back check of everything. Which is to say:
tires in good condition
wheels dent and warp free
reflectors front and rear
forks straight
frame straight
gas tank not leaking
lights there and working
lights visible from correct angles
unit starts and runs well
all bearings in good shape
no oil leaks (gives Harleys a hard time)
guages must work
indicator lights much work
throttle must operate smoothly
brake pads must be good
rotors must be good
clutch must operate smoothly
brake lights must activate
chain and sprockets in good cond

that's off the top of my head, but there is more

That was very helpful. I checked NY DMV website and it says they also check for any stolen parts? How can they find that out? I checked the VIN # on the title and the bike and they match.

Thanx!

Folks, my bike passed the Rebuilt inspection. The inspector asked me to sit in the front office while the bike was in their garage. They called me to the garage later and the dude asked me what year the bike was and did I do any kind of repair work. I basically did not do any work nor had any papers apart from the rebuilt title. The VIN on paper and the bike matched, thats all.

I am thankful to almighty for getting me through this misery.

thank you all for inputing valuable info!!
