I just bought this 2003 Kawasaki 636 and saw this it looks like there something covering a leak or something.Is this we’re the valve cover is.Like there was a leak in the valve cover and last owner put this to cover it.after really riding hard I saw oil on the fairings.What am I looking at.What should I do next?

Clean it off, get a new valve cover gasket and some rtv(?) Sealant.

If am not mistaken a valve gasket replacement right.also that stuff that was used to cover the leak it is rock hard how do I remove it?
They used the wrong permatex form a gasket that hardens
Start chipping away.
If you're going to use a metal chisel, be very careful. You don't need to unnecessarily damage the head and/or the valve cover. Try searching for some hard plastic chisel-like tools.
