Did they put oil in the new filter before starting the bike again? If not there's probably air circulating in the system. If that's the case you need to burp the bike. Take the filter off, fill with oil if you haven't done so. Lube the ring too. hand tighten, dont use a tool. then try to start it again. If that doesnt work, with the bike running slowly unscrew the filter. hand tighten when the light goes off.
