When you have your motorcycle up on service stands, and you spin the front wheel and you get one complete revolution. Then you go clean the discs really well and spin the wheel again getting near two complete revolutions. But then you go back for a ride, try it all over again and your back down to only one spin.

How much brake drag is normal? Brake lines dont leak, brake lever feel is normal, what causes this and how much is allowed?

The pads only return by the amount of tension applied by the rubber seals around each piston. So they just return a few thousands of an inch.
When you clean the rotor you remove the brake dust and that lets the rotors slide through the pads without as much contact. Once you apply the brakes, you create more dust and the drag returns.
