I have a 92 Ninja ZX 600 C5L (fancy way of saying the California version).
It starts up with the choke on full, and the throttle adjust is set to zero, so theres no extra fuel spittin in.
But as soon as I turn the choke off the bike dies. If I leave the choke on and I try to pull back on the throttle, the carb vacuum valve flutters open for a little bit but wont stay up, so i guess the engine just drowns since theres not enough air getting to it.

Is this a compression problem, vacuum system problem? both?

and does anyone know the carburetor specs for the vacuum test, to get the carburetors back in sync?

as well as the the compression specs?

Sounds like a vacuum leak. Have you checked for cracks in the intake rubbers between the carbs and the head?

Did it happen suddenly or over a period of time? And what do you mean "...get the carburetors back in sync?". Have they been apart?
