I recently started having issues when the throttle is barely cracked as well as a flutter between 4500rpm and 5000 rpms.
What’s baffling me now is that it seems to run great for the first few miles and progressively gets worse. It idles flawlessly and never dies or stalls out. The range of 4500 to 5000 just expands downward. Still clears up just under 5k rpm but starts the fluttering at a lower rpm. Around 2600 rpm to 5000 is the range after driving for a few miles or when the throttle is just cracked. From my few point, at low throttle, the bike gets more lean as I drive it and will remain that way till the bike cools off a little

I would start with the carbs as this sounds like a rich condition. Runs good when cold because richness will be like the choke.
Check that the float valves, seats and o-rings are not leaking. There are a few ways to check this, I personally always check the fuel level as per the manual.
Assuming the bike ran fine previously, something has worn or started to deteriorate. Start with a thorough carb clean and check everything over for general condition, replace anything that is suspect and reset back to spec.
