fi code 32 and doesn't rev past 8-9k

So my zx6r has recently started having this problem where it it will not rev past 8-9k rpm. I pulled the FI code that came up when this started and its 32 (sub throttle sensor malfunction)
Just trying to find a good place to start for troubleshooting this. Thanks for any help.

There is a subthrottle above the throttle plates. They are computer controlled and open and close dependent on the RPM. It uses a range sensor to know its position in space. I believe when it fails the ST fails closed, which means you will choke the engine of air and it won't be able to rev all the way. To my knowledge the ST is one unit and you can't replace the sensor by it self, so you have to buy the whole unit. The only other thing it could be is the wiring back to the ECU causing loss of coms.
