Front Brake shutters.. I give up.

Well, I've replaced the rotors and put in new pads, 1st 2 min, seems like the shutter is gone, then all of the sudden it comes back. It's better for sure but,
what else can it be? Can one of the calipers be bad?

clean calipers
make sure disc are torqued
put a dial gauge on disc and make sure disc are true
im guessing callipers are dirty......
also what kinda pads ?

I'm using Galfer pads I did notice the calipers
were very dirty, what's the best way to clean them?

pull them off the forks...... get the pistons out a bit more (just press lever very slowly) and clean them with old toothbrush/brake cleaner.....
