To me it sounds like the throttle cables are binding keeping the throttle butterflies open, the idle speed is set that high or there is an huge air leak somewhere between the carbs, boots and intake manifold.
If it was fuel/carb cleaner related and the butterflies closed properly the engine would suffocate on all that combustible material and stall.
So take the tank and air box off and verify the butterflies are closing completely, the jet needles are firmly in their slides, the slides operate up and down normally, the carbs are fully seated, and that
all the vacuum hoses are connected back up correctly (like the ones that connect under the intake boots).
