I dont know if it is the same problem but my 96 was doing the same thing I thoought it was the piolet jets I took it all apart twice and cleaned them same thing I was always afraid to go into the top because I didnt want to rip a diaphram but this third time I took the tops of the carbs off 1 at a time, and when the last guy put in a jet kit one of the diaphrams was not seated and was pinched back by the top, I put one in from my other carbs and was careful to make sure it seated properly a little grease kept it in place put the top on and seat it then slowly lift and look around the edge's and make sure its still in the groove and hold the top down and tighten screws, Now it runs great in all R.P.M'S

Rydenhard has a good suggestion.

Andy, how many turns do you have on your pilot air screws and what is your bike's float height. Oh, and how many miles does it have and was there a jet kit installed?
