noise on neutral throttle

Hi,

i bought a ZX9R B1 recently as a bit of a project bike. it has 40k miles on the clock and hasn't really been looked after.

i am trying to asses the extent of the work needed and have a mechanical problem i would like advice with.

bike starts and runs fine. pulls really well through all gears. engine sounds really good when under load with no adverse noises. when i close the throttle, again the engine sounds fine.

when i run a slow to medium speed at a constant rate (on a balanced or neutral throttle) it sounds like the engine is loading and unloading very quickly and is quite unstable (trys to surge forward or slow but only very slightly)

the sound actually reminded me of an old air cooled 2 stroke on the over-run but without the poping!

the bike doesn't miss fire and otherwise runs well.

anyone got any ideas?
