Slow accerlation ZX7 '92

I have went through the carb completely checking all circuits, jets, diaphrams, needles and intake boots for conditions and servicabilty. I still have a problem with the bike runs fine when sitting still through all RPM's. But when taking off in first, the bike falls on its face till it gets above 2000RPM then runs fine again. What is wrong?

Is your float sticking? just wondering if it is freely moving up and down. If it doesn't drop fast enough this wouldn't allow the bowl to fill up in a timely manner.
