if you have to have an HID conversion kit as well as the HID bulbs, or could you just have HID with only the bulbs?

No you need ballast for them to be (HIDS) (High Intensity Discharge) like $80+ on ebay or my buddy can ship them to you for like $150

There are persons selling regular halogen bulbs with blue coloring and calling them HID . These are not HID. HID bulbs use a spark in the bulb to create light which is why you need the ballast to convert the 12 volts from your electrical system to several thousand volts for the spark output. So be weary if you see guys selling HID bulbs for $50 or under and they are just the bulbs in a pack with no ballast.
