Please help with info - Dealer Repair Concerns

My 1999 ZX-11 went in for body repairs under and insurance claim (bike fell off a jack). It had to have the front and right side fairing replaced, tank painted etc. Since it was going to be "stripped" down for the repairs I asked them to adjust the valves, synch the carbs, change fuel filter and plugs while they had it apart. I explained I wanted it done now because it would be less expensive given they didn't have to dissassemble and reassemble the body for my requested work. They confirmed this. Upon picking up the bike when all was done, I observed the Service Writer quietly asking a shop employee "how much" should be charged for my requested work? I then received a bill for three (3) hours labour.... BUT, when I went into the work bay to get my bike I asked the actual mechanic how badly "out of adjustment" were the valves? He stated they were fine and that he actually didn't even adjust any valves.... he just hit them with his feeler guages and they were all within spec. He then went on to say a few of them were getting pretty low though and would definitley need to be adjusted at the next recomended service interval???? So I am annoyed that they didn't do it when I said, but further, Can someone tell me, does 3 hours labour sound right to synch carbs, change plugs and fuel filter, and just "check" the valves on a ZX-11 when the body is already off and doesn't have to be put back on after the job?

Also, I have noticed that after the body repair was done, my wire/mesh screens that cover the air intake tubes below the headlight are now very very loose and actually can easily be moved all around by hand(in and out as well as side to side)? Is this normal, or are they supposed to be secure?

Finally, my front fairing was supposed to be replaced with new, not painted, and... the dealer had told me that all new body panels come pre-painted and decaled yet my front fairing doesn't have the "KAWASAKI" decal on it just above the headlight(my original did)? Does this sound normal or should I suspect they have repaired and repainted my original front fairing?

ask for tho old body parts. you have the right to keep your old parts .
