New Clutch Fibers

I just replaced the fibers and put all back together on my wife's bike and had absolutely no clutch when I finished. I think I narrowed the problem down to the clutch housing spring bolts being overtightened. They are supposed to be 78 in-lb (6.5 ft-lb) but I don't have any way to gauge that. Would I actually hit that while the spring is compressing I wonder or after it "tightens" up? I fear the bolt backing out and ending up in the trans works.
