Ninja 250 Starting issues

Hey gang, this is my first post as I'm sure you've noticed. I'm having issues with a 2004 Ninja when it's cold. It seems like the slides in the carburetors won't lift without priming the airbox. Once the engine speed increases the engine runs fine and can be shut off and restarted. This seems to be a vacuum problem to me but I'm at my wits end. Any help greatly appreciated!
