95 zx6r runs like crap

Here's the deal I bought this bike 3 weeks ago and it had been sitting for a while. I rode it before I bought it and it and it sputtered and cut out so I figured it just needed to be cleaned up. I changed all the fluids, put new gas in it, replaced the spark plugs and wires, cleaned and sync'd the carbs with the good liquid filled gauges and it still runs like crap. It pulls ok in first gear untill around 7 grand then the faster you go it really starts sputtering and cutting out. When I roll the throttle back it sputters and spits then takes off for a second then dies out. Does anyone know what voltage the fuel pump is supposed to be getting? I just replaced the relay with a new one and it's still only getting 8.30 volts. Could something electronic be causing my problem?

clean the carbs. then see how it runs and then check all the electronics. thats what i would do

The carbs have been cleaned twice just to make sure nothing was missed. I'm thinking my ignition control box is bad. It revs fine and sounds great not moving but as soon as it has a load on it it cuts out. I tested the IC with my multimeter like the service manual said and several of the readings came back nothing and they should have been reading something. I have a fairly new auto ranging craftsman professional meter so I know it's accurate.
