ZX9R Starter Issue

Hi all,
got a '95 ZX9R that needs to be put in gear, rolled backwards and the clutch popped in reverse to turn the motor before the starter will engage while starting. The problem is intermittent. At times it starts as if there's no problem at all. When the problem is present, the starter will draw current but the engine doesn't budge. Wondering if it needs a starter rebuild or if there's a problem in the gearing.

Not sure what causes it but my 98 zx9R does the same thing sometimes when it's cold..
After it warm up it's fine.
