My guess is that it's an extra offered when you purchase tires. And I would imagine that it's a relatively expensive treatment considering the amount of sales they will lose due to flats. But, that being said, I wouldn't want to purchase and apply it myself anyway. They probably (I hope) have a machine that applies it evenly as the tire is spinning and then keeps spinning the tire while it cures. Applying it by hand might make it a bitch to balance the tire once it cures.
