How do I repair this?

My bike was stolen from me in 07 and recovered a few months ago in not too shabby condition. The lockset has been changed to something else and im looking to repair it. I know i need a new lockset but what do i need to replace to make the handlebars lock like they used to?

U can see in the THIRD PIC below that something in front of the handle bars seems to be broken or shaved off etc. I can get a better pic if u guys think it will help me figure out what i need to get.

Isnt that the air intake box? if its not leaking(sucking air) when running, it should be alright.

Update.

Looks like the mark in the photo is nothing important. My question is will buying a new lock set allow my handle bars to lock again? Obviously im going to replace the entire lock set anyway but i want to know if this will solve my problem of the bars not locking the way they're supposed to.
