I have the same issue with my bike. It is 1 year old with 11k miles. I noticed the rust after reading this. I have only ridden in a light sprinkle 2 times , other than that the bike is kept in the garage and washed often. I would think it is maybe buildup from washing but even that is not cool since I usulayy take the seat off when I am drying it. The paint should have a clear coat down there like the rest of the tank.
