I don't know about the 250, although the brand new one is pretty impressive for what it is. The ZZR600 is a VERY comfortable bike, and on the street it's just a tick under the ZX6 for performance. It's essentially the old ZX6. I've never actually ridden a 650R, but if I were looking for a more comfortable alternative to a ZX6 I'd consider a ZZR600 over the 650R myself any day, just from looking at them and knowing the specs.
