1998 ZX9R C1 Running Rich. Help!

Hi Guys.

Took my bike to a local dyno to have a look at it to see if we can find the problems with it, and as i thought its running REALLY rich.

Its done 40k miles now.

The dyno is reading a fueling ratio off the scale at the bottom, way rich (like 8.5-1 at some points.

However the exhaust is standard, and after the shop taking the carbs off and looking at them so are they - all jetted to 155 mains as per spec, and the clip heights/float levels etc are also all correct.

The shop's next thought is that it is likely to be a cam timing/valve clearances issue.

I am not an expert about this, however i would need to leave the bike there with them so its all got to be planned.

Any ideas guys?
