the jumper mod doesn't apply when you have a PCIII. It sounds like whoever tuned your bike screwed up. the governor kicks in at redline on the 07-08. Stock peak power is about 12500 rpm. when mine was stock with the jumper, it would rev to 16500 with no significant power loss. I've got a PCIII on my bike without a tune and it's got loads of power all the way to redline without messing with the limiter. go talk to your dyno guy and see what he can do...
