bog down 91 zx7r

Hey I was looking for some advice I just bought a 91 zx7r it has problems starting but I think it is just the relay or just shotty wiring. My main problem is when you start it you have to rev it when it is idling kinda like an old harley. If you don't it stalls. We tore the whole bike apart cleaned everything airfilter did an oil change we cleaned the carbs we found a little rust so we through a fuel filter in. The battery is a year old. it bogs down below 3000 and above that its runs like new. We think the jets have been messed with cause they seem out of sync. We relined the throttle body cause it was a little out. It runs a little better now but once and awhile it will bog down. I read a bunch of forums but none seem to be the same problem. I'm pretty sure we just have to get new jets for the carbs but anyother advice would be great.
