It will act this way at any trottle position.
I took it out today, and ran a full tank with sea foam through it, and now I'm starting to think that the rev limiter could be malfunctioning. Is this possible?
It's still doing the same thing from 12500-14000, but now the limiter kicks in at 15000 and won't go past it. I don't remember it doing this before.
